France: Public Water in Cooperation

Île-de-France: a stronger public sector and sustainable water management.

Guaranteeing a reliable supply of drinking water, strengthening cooperation between public utilities and innovating in research: these are the objectives of the new agreements signed on 20 March 2025 between the public water utility of the Blue Community / Blue City of Paris, Eau de Paris, Eau Seine & Bièvre and RESO.

Signed in the presence of Dan Lert, Chairman of Eau de Paris, Fatah Aggoune, Chairman of Eau Seine & Bièvre, and Brigitte Vermillet, Chairman of RESO, these partnerships between the three public utilities mark a new stage in their cooperation and in the development of public water management in the Ile-de-France region.

A supply contract to secure distribution

The first part of this partnership, signed for an initial period of 15 years, is a wholesale water supply contract between Eau de Paris and Eau Seine & Bièvre. From 2030, Eau de Paris will supply up to 95,000 m3 of water per day to 10 of the 11 municipalities served by Eau Seine & Bièvre, equivalent to the consumption of around 400,000 people.

This diversification of supply will make it possible to secure the distribution of water in the area, while supporting the pioneering action taken by Eau de Paris to protect the resource. It will give the Eau Seine & Bièvre authority greater control over water prices, with savings of several million euros a year on wholesale water supplies. These savings will be ploughed back into the investment programme to improve water services for the region’s residents.

 Cooperation focused on research and supply

The second area of cooperation is research and development, particularly in the field of water quality. A public-public partnership agreement, signed for a maximum of 12 years, will allow the Eau Seine & Bièvre and RESO authorities to benefit from the expertise of the Eau de Paris R&D laboratory, the leading independent public research laboratory for drinking water. This collaboration includes participation in annual analysis campaigns for emerging contaminants, access to Eau de Paris researchers and the development of joint research projects through a scientific committee.
