Communal organization and the recognition of drinking water as a fundamental right in Colombia.

Communal organization in Colombia emerged largely as a peaceful and resilient response to processes of violence, and throughout his-tory it has been a driving force for territorial development. Today, when climate change and the need to protect and guarantee access to drinking water is an issue that cannot be postponed on public agendas, this organization is called to be a bulwark in this purpose. The article initially addresses the historical development of communal action in Colombia, emphasizing its role as a response to a generalized crisis of violence in the mid-20th century, then addresses the treatment of water as a right in the field of Colombian constitutionalism and from that framework addresses the relevance of deepening as a strategy for its protection the figure of solidarity agreements, which allow contracting some public works, goods or services with the communal organization, being an immense possibility to achieve effectiveness in the management of public resources, as the communities themselves are the beneficiaries of said expense, which is why this figure must be strengthened and accompanied by a process of experiencing knowledge about water as a fundamental right in said communities.
