Bolivia: a tunnel in the Aguaragüe park confronts La Paz with the Guaraní people for access to water.
The water balance in a section of Aguaragüe National Park, in the Bolivian Chaco, is at the heart of a new environmental front for the government of Rodrigo Paz. In this area, there is a highway project, classified as being of “national interest” by the Executive branch, but which could affect the flow of water within the protected area. This project involves the construction of a tunnel that is opposed by the indigenous Guarani people, although it has the support of other sectors, such as transport workers and civic leaders.
