Water security and governance in urban water systems: the strategic value of the public model.
Urban water systems currently operate in a context marked by the intensifying impacts of climate change , increasing pressure on available water resources , growing regulatory complexity, and a sustained increase in investment needs for critical infrastructure. These factors are compounded by digitalization, the energy transition, and evolving societal expectations regarding transparency, sustainability, and service quality.
In this context, water security and institutional governance are key structural pillars for ensuring the continuity, reliability, and equity of water supply and sanitation. These two concepts cannot be addressed in isolation, as water security depends directly on the quality of governance models, their capacity for anticipation, their financial stability, and their focus on the public interest.
