Today, at the sessions on ecological transition, water, and sustainable mobility organized by the Andaluz Trade Union Association CCOOAndalucia in Seville, aopas CEO Luis Babiano left a key reflection for the present and future of water in Andalusia and throughout the State.
The climate crisis is no longer a future threat: it already shapes hydrological planning, supply guarantees, and territorial balance from today onward. The Guadalquivir basin and Andalusian Mediterranean basins face reduced contributions, more prolonged droughts, and increasingly frequent extreme events.
Babiano argued that the digitalization of the water cycle cannot be limited to “measuring for the sake of measuring” or accumulating aimless technology. The real challenge is to turn data into transparent, efficient, and socially useful public decisions.

📌 Water must remain a common good and a right.
📌 The water transition requires planning, social participation, and decent employment.
He also highlighted the indispensable role of sector workers, whose territorial knowledge remains irreplaceable against any algorithm.
