The Spanish City of Terrassa joins the Carta De Arteixo, promoted by AEOPAS, to defend a very clear idea:
👉 digitizing water isn’t just about sensors, screens, or platforms.
It’s about knowing more to decide better.
It’s about detecting leaks sooner, anticipating droughts and floods, saving energy, planning investments, and better explaining to citizens what’s happening with an essential service.
And Terrassa does this from a powerful experience: public water management, TAIGUA, and the Taula Aigua Terrassa as a space for citizen participation.
That’s the path:

The news also connects with the PERTE (Proyectos Estratégicos para la Recuperación y Transformación Económica – Strategic Projects for Economic Recovery and Transformation) for digitizing the water cycle. The EFIAIGUA project has a budget of 7.08 M€ and 5.5 M€ in European funding.
A huge opportunity.
But watch out: the PERTE can’t be the goal. It has to be the starting point.
The water transition needs technology, yes. But also renewed networks, fewer losses, stable funding, trained teams, public data, and real participation.
It’s not about measuring more just to measure more.
It’s about turning data into useful decisions to better care for water.
And this must reach all territories: big cities, small municipalities, supramunicipal systems, and rural areas.
Now it’s time for more town halls to join the Carta De Arteixo and place urban water where it belongs: at the center of public policies for climate adaptation, territorial justice, and defense of the commons.
