Luis Babiano: “Water should be a common home and valued as such.”
Luis Babiano has led the Spanish Association of Public Water Supply and Sanitation Operators (AEOPAS) for over fifteen years. His career combines institutional experience—as an advisor in the General Directorate of Water of the then Ministry of the Environment and as head of the Society and Water area at the Center for New Water Technologies of the Regional Government of Andalusia—with an academic and technical dimension that includes teaching at the University of Seville, a stay as a visiting professor at the University of Oxford, and recognition for his work in digitalization, cooperation, and defense of the human right to water.
In this interview (published in January 2026) with iAgua Magazine, he addresses the major challenges facing urban water in Spain: from climate change to territorial equity, including digitalization, financing, sanitation, pending legislation, and citizen participation. With a direct, critical, and proactive approach, he argues for the need to create a “common home for water” characterized by ambition, institutional cooperation, and a transparent and inclusive governance model.
