Evidence informs policy. Context shapes implementation.
Evidence is essential for good policymaking.
It helps us understand problems, assess alternatives, and make more informed decisions.
Without evidence, policymaking can easily become driven by assumptions rather than understanding.
But evidence alone is rarely enough.
Policies are implemented within real communities, institutions, and political, economic, and social contexts.
Those contexts influence what is possible, what is accepted, and what ultimately works.
This is one reason a policy that succeeds in one setting may produce very different results in another.
Not because the evidence was wrong.
But because implementation never happens in a vacuum.
Recognising the importance of context does not diminish the value of evidence.
It strengthens how we use it.
Evidence helps us understand what is likely to work under certain conditions.
Context helps determine whether those conditions exist.
