Why nothing happens when rivers can’t complain.
A quarter of a century ago, Pius Stadelmann and Robert Lovas published a paper entitled ” River Basin Planning for a Pre-Alpine River in Switzerland: The Kleine Emme in the Canton of Lucerne .” Applying the river basin planning principles of the European Water Framework Directive 2000, they proposed six measures to ensure the ecological functionality and enhance the Kleine Emme.
