The Peruvian Commission for Consumer Protection and Regulatory Bodies of Public Services, chaired by Congressman Manuel García Correa (APP), approved by a large majority the opinion that amends Decree-Laws 1280 and 1284, with the aim of specifying subsidies, fees and service authorisations for the benefit of more than 28 million users of drinking water.
The regulation, based on Bill 8664/2024-CR, which received 11 votes in favour and one abstention, aims to prevent the costs of sanctions, legal or arbitration proceedings from being passed on to service tariffs, thus protecting users from additional economic burdens. It also eliminates cross-subsidies between users of different service providers, thereby promoting a fairer distribution of costs.
During the presentation, the President of the Commission stressed that the opinion strengthens the powers of the National Superintendence of Sanitation Services (SUNASS), allowing it to regulate tariffs in an efficient and technical manner, prioritising consumer protection and ensuring the sustainability of the drinking water and sanitation system.
For her part, Congresswoman Digna Calle Lobatón (PP), author of the legislative proposal, stressed that the regulation is based on the principle of social justice and consumer protection, guaranteeing fair and accessible tariffs for all sectors of the population, especially those in situations of economic vulnerability.
